Overview

The FDR will support the Strategic and Operational Rockets and Missile (STORM) Project Office Security Manager in information security. The FDR executes, implements and manages the project offices systems and programs foreign disclosure and Controlled Unclassified Information (CUI) releases. This position requires an in-depth understanding and knowledge of the National Foreign Disclosure program IAW National and DoD Foreign Disclosure Directives and Policies and Controlled Unclassified Information release policy.

Responsibilities

  • Independently performs duties involving the formulation of foreign disclosure policies and procedures, and coordination of complex and multiple staffing actions; and coordinates with high-level officials at O6 and higher by executing and updating assigned disclosure actions in response to request.
  • Provide aid consistent with National Disclosure Policy 1 (NDP-1), to all STORM Product teams, and program staff when questions arise pertaining to Foreign Disclosure.
  • Assist in the management and administration foreign disclosure responsibilities to include but not limited to: processing of foreign visits, foreign disclosure request, drafting Delegation of Disclosure Authorization Letters (DDL), and assisting with the development of Low Observable/Counter Low-Observable (LO/CLO) Tri-Service Committee briefs.
  • Must have keen attention to detail in in reviewing information intended for oral and visual disclosure or documentary release to foreign partners through various channels.
  • Develop, conduct, and document Foreign Disclosure orientation briefings
  • Develop metrics to track status of documents produced and staffed for approval for regular updates to product director requests.
  • Ensure documentation is processed IAW applicable National Disclosure policy.
  • Review/edit various Classified Military Information (CMI) products for Government approved release and process Request For Information (RFI) from foreign governments and international organizations as required to facilitate Foreign military Sales Cases (FMS) and Program.
  • Coordinate with PEO M&S in obtaining security clearance information and verify foreign national status prior to Government approved release of classified material and ensure proper transition of classified.
  • Independently work with, Foreign Disclosure Office, International Programs, Facility Security Office and Subject Matter Experts to ensure proper marking, disclosure determination, and classification level.
  • Participates with PEO M&S Foreign Disclosure office with all oversight requirements; assists in managing a wide range of complex and diverse issues concerning various aspects and categories of information releasability to foreign governments and international organizations.
  • Assist STORM Project Office in requesting Exceptions to National Disclosure Policy (ENDP) regarding exceptions to national disclosure policy when required.
  • Assist in updating Security Classification Guidance by recommending implementation of disclosure releasability guidance for all categories (i.e. Personnel, Intelligence, Operations, Logistics, Planning, and Communications).
  • Acts as the STORM Foreign Visit Manager coordinating all foreign visits requests for the Project office.
  • Coordinates and ensures timely processing of Partner Nation Foreign Liaison Officers assigned to STORM.
  • CONUS and OCONUS travel may be required.
  • Other duties in support of the STORM Project Office Security Manager may be assigned, as necessary.

Qualifications

  • Bachelor’s degree or higher in a related field of study
  • Five (5) years of combined experience in intelligence, security, Controlled Unclassified Information release, and foreign disclosure.
  • Secret Clearance with Top Secret eligibility preferred.
  • Completed DoD or equivalent Foreign Disclosure training.
  • Excellent writing and verbal communication skills.
  • Must be customer oriented.
