  • Responsible for FMS cost/resource management and program reporting in support of T700/T55 Product Office.
  • Manage budget execution and maintain accounting records for reporting and analysis of all commitments, obligations, and disbursements.
  • Identifies existing or potential problem areas and recommends or directs necessary corrective action or preventive measures related to FMS funding.
  • Develops effective methods to task and solve problems related to FMS funding, respond to data calls, correct deficiencies, and assure that program objectives are met.
  • Respond to taskers related to FMS funding. (Taskers from: APEO International HQ, ASA(ALT), DASA (DEC), and DSCA)
  • Execute and Track all cases, case lines, total case value, and total line value.
  • Responsible for participating in PMRT CCaR Working Group.
  • Responsible for drafting, obtaining ATE PO Management approval, and submitting annual Security Assistance Program Budget Review (SAPBR) documentation to APEO International.
  • Responsible for executing all FMS Manpower Hiring Requests and Manpower Travel Data Sheets (MTDS)
  • Report to both ATE PO and APEO International FMS-A End of Month obligation/execution plan; quarterly/annual budget (planned/actual/variances/disbursements); and FMS-A Travel.
  • Responsible for Security Assistance Audit (Taskers, trainings, working-groups), if required.
  • Develop, distribute, and monitor implementation of internal operating policies and administrative directives. Maintain internal library of applicable regulations, directives, procedures and instructions.
  • Ensure obligation plans are documented properly. Review goals and provide recommendations to confirm funds are executed in accordance with plans.


Experience and Technical Knowledge:

  • Knowledge of DOD acquisition and life cycle management policies, procedures, and practices.
  • Knowledge of cost and economic analysis principles, techniques, and practices.
  • Knowledge and Experience in GFEBS, LMP, SOMARDs, IMPART, CCaR, and MOCAS.
  • Knowledge and Experience with Audit and JRP.
  • Experience in managing multiple appropriations to include FMS, APA, and RDTE.
  • Experience in preparing and issuing funding documents (MIPRs/PWDs/SPS PRs).
  • Experience in funds reconciliation.
  • Master’s Degree 10 year’s plus relevant work experience.
  • Active Secret Security Clearance.
